CREATE stands for Chicago Region Environmental and Transportation Efficiency Program. It is a public-private partnership between many stakeholders in the region and they are working to improve the way passengers and goods move over rail.
The stated purpose of CREATE is to increase the efficiency, capacity and safety of the region’s railroad infrastructure focusing rail traffic growth on four primary corridors that will be improved to better handle both passenger and freight traffic.
