The bipartisan infrastructure law has created new avenues for advancing passenger rail projects across the country. The BIL also expanded the eligible agencies who can be project sponsors and apply for federal funding. This means that state and local leaders have a more active role in this process, as they determine how best to apply for federal grants and assistance from the Federal Railroad Administration.
